What you pay on top of the flat price

The price in a brochure or price sheet is only part of what a flat costs. When you buy a new apartment in India you usually also pay:

  • Stamp duty to the state government, as a percentage of the property value. Several states charge women buyers less.
  • Registration fee to record the sale deed at the sub-registrar office. Some states cap it; others charge a flat percentage.
  • Local levies in some states, such as transfer duty in Telangana or cess and surcharge in Karnataka.
  • GST on under-construction flats: 5% of the value, or 1% for affordable housing. There is no GST on a ready flat that has its occupancy certificate before you book.
  • Developer charges such as car parking, club membership, maintenance deposit and legal fees, which are often listed separately in the cost sheet.

Stamp duty and registration are calculated on the higher of your agreement value and the government value for that location (called guideline value in Karnataka and Tamil Nadu, ready reckoner rate in Maharashtra and circle rate in Delhi NCR).

These are the rates for buying a flat from a developer in each city, compiled from published sources. States change them by notification, sometimes with little notice, and special cases (first-time women buyers, affordable housing schemes, rural areas, low-value properties) can have different rates. Check the current rate on the state registration portal or with the sub-registrar before you pay.

How GST works on a new flat

GST applies only to under-construction property. The rate is 5% of the agreement value without input tax credit, or 1% for affordable housing: a flat with a carpet area of up to 60 sq m in the metro cities (Bengaluru, Chennai, Delhi NCR, Hyderabad, Kolkata and the Mumbai region) or up to 90 sq m elsewhere, priced at up to ₹45 lakh. GST is not charged on resale flats or on new flats that already have an occupancy certificate. Read more in under-construction vs ready-to-move.

Example

For an ₹80 lakh under-construction flat in Bengaluru bought by a man, the calculator above shows the stamp duty, cess, registration fee and GST, and the total you need over the price. Most of it has to come from your own savings, because banks generally lend only against the property value. Use the affordability calculator to plan for it.

Other things to keep in mind

  • If the flat costs ₹50 lakh or more, you must deduct 1% TDS from the payments to the developer and deposit it with the income tax department. This is part of the price, not an extra cost. See TDS on property.
  • Stamp duty concessions for women usually apply only when the woman is the sole owner, or in a few states to joint ownership at an in-between rate.
  • Your home loan sanction letter lists the bank’s processing fee and legal charges; add them under “Legal, loan processing & other”.

Stamp duty & total cost — FAQs

It depends on the state, the property value and sometimes the buyer. Most cities in our table charge roughly 5% to 7% stamp duty, plus a registration fee of 0.5% to 4%. Pick your city in the calculator above to see the exact amount for your flat.

On whichever is higher: the value in your sale agreement or the government guideline, circle or ready reckoner value for that location.

In several states, yes. Delhi, Haryana, Maharashtra and Uttar Pradesh charge women buyers a lower rate, and Gujarat waives the registration fee for women. The concession usually needs the woman to be the sole owner; choose the buyer type in the calculator to compare.

No. GST applies only to under-construction property. If the developer received the occupancy certificate before you booked, no GST is payable.

Generally no. Banks lend against the property value, and RBI rules let them include stamp duty and registration in the property cost only for low-value homes. Plan to pay these from your own funds.

Usually when the agreement for sale or the sale deed is registered, depending on the state. Many buyers register the agreement early, which fixes the stamp duty at that point. Ask the developer when registration is scheduled.

Karnataka charges a registration fee of 2% of the property value. Stamp duty is 5% for properties above ₹45 L and lower below it, plus cess and surcharge on the duty. Confirm the current rates on the Kaveri portal before registration.
