What is a Pattadar Passbook?
Telangana calls it a Title Deed cum Pattadar Passbook. Which is closer to a genuine title document than almost anything else in Indian land records — and still not a guarantee.
The short answer
A pattadar passbook is issued to a landholder in Telangana and Andhra Pradesh, recording the land they hold.
Telangana issues it as a Title Deed cum Pattadar Passbook — which is closer to a genuine title document than most Indian land records get. It is still not a guarantee of title. India remains a presumptive-title jurisdiction.
What a pattadar passbook is
A booklet — now increasingly digital — issued to a landholder (a pattadar), recording:
- The holder's name and details
- Survey numbers of the land held
- The extent of each parcel
- The classification of the land
- Any encumbrances or loans
- A photograph and identifiers of the holder
Historically it also served as a record for agricultural credit — a farmer could take it to a bank as evidence of holding.
"Title Deed cum Pattadar Passbook" — what that actually means
Most Indian land records carefully avoid claiming to establish title. Telangana's document is explicitly styled a Title Deed cum Pattadar Passbook, and it is integrated with the Dharani system, which links records, mutation and registration together.
That is a genuine step toward a conclusive-title system, and it is more than most states have done.
But it is not a guarantee. India remains a presumptive-title jurisdiction. The state is not underwriting the record and compensating you if it is wrong.
So: treat it as strong evidence. Better evidence than a 7/12 or a khasra. Still not a substitute for the registered sale deed, the chain of title, and an encumbrance search.
How to get one
- Apply through Dharani (Telangana) or the relevant Andhra Pradesh service.
- Provide the registered sale deed, ID, and the survey details.
- The record is updated and the passbook issued — increasingly in digital form.
- Verify the details — name, survey number, extent, classification.
In Telangana, registration and mutation are integrated, so a properly registered sale should update the record and generate a new passbook without a separate mutation application. That is the design; check that it has actually happened.
What to check on a seller's passbook
- The name matches the seller, exactly.
- The survey number and extent match what is being sold, and match the sale deed.
- The classification — agricultural land needs conversion before you can build.
- Encumbrances — is there a loan noted?
- Verify it on Dharani. Do not rely on the paper booklet. Check the digital record.
- Check the prohibited property list. Land on it cannot be registered to you, whatever you pay.
A physical passbook is a booklet. Booklets can be forged, and have been.
Check the digital record on Dharani. Free, public, two minutes.
If the paper and the portal disagree, the portal is the one that matters — and the disagreement is the most important thing you will learn all week.
